UNIVERSITY PLANNING AND BUDGETING

sharing accurate, timely and complete information and analyses to
guide planning, decision-making, policy development and the
allocation of financial resources at Western.

ROLES:
UPB provides budget, financial planning and analysis functions for
Western Washington University, including Western’s position relative
to comparator institutions. The office reports directly to the
President and works closely with the Provost, division Vice
Presidents, college Deans, Governmental Relations, the Equal
Opportunity Office, Directors, the Capital Budget Office, University
Financial Services, Institutional Research, Human Resources, the
Assistant Attorney General, Administrative Computing Services, and
the University’s Internal Auditor.
UPB has responsibility for
recommending budget policy to the President within the guidelines
established by the State of Washington. UPB develops and implements
approved policies governing resource allocation for operating
budgets, provides education and training campus-wide, and works in
close consultation with the President and Vice Presidents in
analyzing and recommending strategies relating to legislative
funding requests.
Other primary activities include
producing and monitoring the university’s biennial operating budget
request and annual budget plans; providing financial planning and
analysis for the university as a whole, serving as a primary
information resource to state executive and legislative offices; and
completing and submitting external survey requests (e.g., US News
& World Report, Peterson’s Survey, College Board, etc.). UPB has
broad responsibility for monitoring compliance with university
budget policies. University Planning and Budgeting ensures that
operating budget resources are planned, allocated and expended in
support of Western’s strategic objectives.
