E-BILLING and E-PAYMENT

 

What is e-billing and e-payment?
QuikPAY™ electronic billing and payment system is the official means of generating bills to all Western Washington University students. Your student account can be viewed online by clicking on the link "VIEW AND PAY ACCOUNT" within Web4U or from the Pay Tuition, Housing and Fees link from the WWU homepage. QuikPAY™ allows students to view monthly billing statements and pay these statements using an eCheck from their checking or savings account.

Effective September 1, 2007 students may also make payment through QuikPAY™ by credit card.

Students may set up authorized payers to view and pay tuition bills on their behalf.


What are the benefits of e-billing and e-payment?
Benefits include:

  • Saves time – no more waiting for the bill in the mail or waiting in line to pay
  • Easy and convenient
  • Free eCheck payment service offered by the University
  • Private and secure. Data is encrypted.
  • Available 24 hours a day/7 days a week
    Available world-wide via the Internet
  • Easy access for parents or other authorized payers to pay tuition bills for students
  • Students can forward their bills to parents or others in an email attachment
  • Can print a copy of the e-bill from the web
  • Viewable billing and payment history

 

If you want a paper copy of your bill, you can download and print a copy online in addition to your e-bill. You can also forward copies of your bills to parents/other payers. Copies of your e-bills will be kept on file for 16 months if you want to view or print them out.

Are there exceptions to e-billing? Can I get a paper bill?
All current enrolled students are on electronic billing. Non-active students will receive a paper bill. Limited exceptions may be granted for other reasons, such as disability concerns, and can be requested by contacting Student Accounts at (360)650-2865.

How do I obtain my e-bill?
You are assigned an official WWU e-mail address upon enrollment. Between the 20th and 25th of each month, all students with activity on their student account are notified via their official University assigned e-mail address that their monthly bill is ready to be viewed on-line at web4U. Once the student has logged into the secure website, there will be a link to view the monthly billing statement. This bill can be downloaded or printed as a PDF file. You can also forward your e-bill to someone via email.

 

The billing statement will list the prior balance, payments, new charges or credits and a new balance for the account. It will also specify a deadline after which late charges will apply. To keep all data secure and confidential do not share your passwords with anyone and make sure to logout or close your browser when you are finished with e-bill or e-payment.

I’m a parent or legal guardian; how can I view my student’s bill?
Your student has several options for providing a copy of his/her bill to third parties including parents, spouses, etc. through the QuikPAY™ system.

 

  • Your student can set you up as an authorized payer on his/her account, then as an authorized payer, you can view their bills at anytime.
  • Your student can select to have you automatically receive an email notifying you that the bill is available.
  • Your student can forward you a copy of the bill as an attachment to his/her email.
  • Your student can print off a copy of the-bill and provide it to you in hard copy format, if you would prefer.

I don’t have a bank account (or I don’t feel comfortable paying my bill online). How do I pay my bill?
Paying your bill electronically is optional. You can also pay your bill by printing a copy of the e-bill from the web, then sending it in with a check, money order, traveler’s check, or cashier’s check addressed to:

Other Payment Options include:

  • Cash and check accepted in person through the University Cashier.
  • Visa and MasterCard debit cards accepted in person through the University Cashier.

How can my parents or other third parties make payment on my behalf?
The student will have the option to designate another party or parties to view and pay their student bills via the web. To create an Authorized Payer the student must:

 

  • Log into web4u
  • Select Student Services & Financial Aid/Student Records then follow the prompts ‘to make a payment’.

 

This will link to the QuikPay™ Website. From here, the student will need to select ‘Authorize Payers’ from the menu options. Instructions on how to setup an authorized payer will be shown on the page. Once the student provides an authorized payer with his/her username and password, the authorized payer may then log into QuikPay™. Once the authorized payer has signed on to QuikPAY™, he/she can change their login name & password, setup and store their own profile, account and email address information, review the student’s current and past billing information and make on-line payment on behalf of the student.

 

PLEASE NOTE: Authorized payers will only be able to view payments they make on a students behalf through the QuikPay process and NOT other payments that may be posted to the student’s account by others, or paid directly to Western Washington University .

What is QuikPAY®?

QuikPAY® is a product of infiNET. It is a web-based payment method for Western students to pay their student account bills electronically.

How secure is the QuikPAY® system?

We have confidence in the security of their system. Here is their response regarding information security:

“Information security is critical to our business. We work to protect the security of your information during transmission by using Secure Sockets Layer (SSL) software, which encrypts information you input. We store information gathered on secure computers located in a biometrically locked data center. We use firewalls, intrusion detection systems, and database level encryption technology to prevent our computers from being accessed by unauthorized persons”.

eCheck PAYMENT

 

What is an eCheck?
An eCheck is an “electronic check” from your checking or savings account processed electronically via the web. It is similar to the traditional paper check given or mailed to our University Cashier, but is more convenient for you and cost effective for the University. eCheck payment is a free service offered by the University.

Please note that checks issued from credit card companies, money market accounts, home equity or other lines of credit CANNOT be processed as an eCheck.

Do you accept eChecks from non-United States bank accounts?
No. Any eCheck payment must be direct debited from a U.S. Bank account. We are unable to accept payments from foreign bank accounts.

Does the University charge for e-billing and eCheck payment services?
No. The University offers these services free of charge.

CREDIT CARD PAYMENT

 

What is changing?

Effective September 1, 2007, the University is implementing a new policy regarding the acceptance of credit card payment for student account charges (tuition, housing, fees and misc. charges). These are the primary changes that resulted from the new policy:

 

  • Payment on student accounts may be made on-line with a credit card (MasterCard, Discover, American Express) through Infinet’s QuikPay service. This new service includes a 2.75% convenience fee, charged to the payer by Infinet.
  • The University will no longer accept student account payment by credit card over the counter, by fax, or by phone.
  • Visa-branded credit cards are no longer accepted for student account payment.

What is NOT changing?

 

  • Payment can still be made on-line with an eCheck (electronic check), with no fee charged.
  • Visa and MasterCard debit cards will continue to be accepted in person through the University Cashier.
  • Cash and checks will be accepted in person through the University Cashier.
  • Checks sent through the mail will continue to be accepted.

Why eliminate Visa credit cards?

Unlike the other brands of cards, Visa will not allow the University to assess a convenience charge that varies with the amount of the tuition and fee bill. WWU tried to negotiate an acceptable method of assessing an appropriate service fee for VISA credit card payments, and was told by VISA they would not make an exception. In fact, our research indicates that no University has been successful in negotiating with VISA on this issue. Therefore, WWU will not be including VISA as a credit card payment option.

Are other colleges and universities making similar changes?

Colleges and universities throughout the country struggle with the high cost of processing credit card transactions. As a result, many of these institutions have made a similar change to accept on-line credit card payment for tuition, housing, and fees through a third party processor who assesses the payer a convenience fee.

What should I do if all I have is a Visa card?

In addition to the on-line credit card payment options using MasterCard, Discover and American Express through QuikPAY®, (subject to a 2.75% convenience fee), students and parents may make payments directly from a personal checking account by paying online with an electronic check (eCheck) with no service fee charge. The University also continues to accept check payments by mail and payments made by cash or check or VISA/MasterCard debit cards at the University Cashier Office. Student Account payments by credit card will not be accepted in person, via fax or by phone.

Can I use my Visa elsewhere on campus?

Yes, these changes only apply to payments made on the student account (for tuition, housing, and fees). Campus departments have the legal flexibility to set their prices to include recovery of all operating costs and are not affected by this policy. Other services who will accept Visa credit card include the Bookstore, Wade King Rec Center, Parking and Transportation, Box Office and Dining services.

How much is the QuikPAY® service fee for credit card transactions?

The service fee is 2.75% of the payment amount and is non-refundable.

Please note that there is NO charge to the student or other bill payer for
eCheck.

PIN NUMBER

 

I am trying to access my student account online and I don't know what my pre-assigned PIN number is?
Information regarding your PIN number is included in your Admissions Packet. If you've attended one of Western's New Student Programs (i.e. Transitions or Summer Start) PIN information will have been included in that packet.

Your initial Personal Identification Number (PIN) consists of the first six digits of your social security number. If you do not have a social security number use your date of birth (listed as Month/Day/Year and entered as MMDDYY, e.g., if your birth date is February 6, 1980 enter, 020680). You are encouraged to change your PIN to a customized code for added security. To do so via Web4U, select 'Personal Information' from the main menu, then 'Change PIN' or on RSVP select the 'Grading Information' option.

FINANCIAL AID, SCHOLARSHIPS & 3RD PARTY PAYMENTS

 

Is tuition paid before excess funds are distributed to the student?
Yes. Aid will be applied to all appropriate charges on the student account, then excess funds will be released.

What charges can I pay with my financial aid?
Aid and payments to a student's account are applied in the following order:

 

  1. Tuition and fees
  2. Housing and Dining

 

Other miscellaneous charges (i.e, Medical Service charges, Western ID card, late fees, etc.) will not be paid unless an Authorization For Miscellaneous Charges is signed by the student and returned to the Student Accounts Office (Old Main 360).

Can excess Financial Aid remain on my student account for future charges?
No. Aid in excess of all quarterly charges is automatically refunded by check or Direct Deposit.

May I use excess aid to pay back my loans?
Yes. To do so, contact Student Accounts in Old Main 360,

How does an outside agency pay for my tuition and fees?

If my check does not arrive or I do not receive the Direct Deposit, what do I do?
Contact Student Accounts in Old Main 360,

Can I have my financial aid check held for pick up?
No. All financial aid checks are mailed. The fastest way for you to receive excess financial aid is through Direct Deposit.

DIRECT DEPOSIT

 

How long does it take for Direct Deposit to become active?
After receiving your signed Electronic Funds Transfer of Net Wages Form or Electronic Funds Transfer of Financial Support Form, approximately two weeks.

Do I have to fill out a form each quarter for Direct Deposit?
No. The Direct Deposit Process will stay active until Student Accounts is notified, in writing, of a change.

Do I have to fill out a form to stop Direct Deposit?
Any type of written correspondence that has been signed and dated can be used to stop Direct Deposit. A form is available in the Student Accounts Office (Old Main 360) or by clicking here.

Can my funds be deposited to an account other than mine?
Yes. Excess funds will be deposited into any account designated by the student.

How do I change accounts?
Simply fill out a new Electronic Funds Transfer of Net Wages Form or Electronic Funds Transfer of Financial Support Form, referencing the new account.

If I forget to change accounts, what happens to the money?
Western will transfer funds to your account on record. The University will be notified by the bank if an account is no longer active. Once this notice is received, a check will be cut and forwarded to the student at the address on record.
