After a review of the 2004 supplemental budget updates to the 2004/05 Operating Budget, which include the allocation of 108 new general enrollments, the University Planning Council passed a motion to recommend budget priorities to UBAC as follows (moved by Marc Geisler, seconded by John Richardson):

o        The first priority should be to fund as many new tenure-track faculty lines as necessary such that the percentage of LTF will not increase.

o        The second priority, very close on the heels of the first, should be a minimum 1% increase for faculty and exempt across the board.

o        The third priority should be to make as much progress as possible to reduce the percentage of LTF with the appointment of more new tenure-track faculty lines and the conversion of some LTF positions to tenure-track lines.

o        Fourth, a smaller percentage of the supplemental budget funds should be directed to the library and departmental operating budgets.

o        Finally, we support the existence of a percentage of funds remaining as contingency.

The University Planning Council unanimously passed the motion.
