John Purdy, 2002-2003 Senate President, called the
Senate meeting to order at 4:04 pm. Senators
approved the minutes of February 10, 2003 and Standing Committee minutes.
University President Karen Morse announced that the supplemental budget
recently released exempts higher education from cuts in hiring.
Morse then renewed her commitment to working with faculty on issues of
shared governance.

President Purdy announced that the Associated
Students is creating a task force to establish online evaluations of faculty.
§
The Senate passed
a motion to revise the Faculty Handbook, page 8, section V.B.1
on the “Evaluation of Faculty.” (See new language below.)
§
The Senate passed
a motion to appoint an ad hoc committee to identify the sections of the
Faculty Handbook relevant to the “Ethics in State Service” laws, and make
recommendations to the Senate on how to clarify faculty roles and rights in
relationship to the law.

Senators considered a constituent concern to move
Fall registration to Spring Quarter.

Purdy reported on the open request to discuss
shared governance issues on campus, which resulted in returns from 8 academic
programs and over fifty faculty. Purdy
noted that relevant concerns included tenure and promotion procedures, grievance
procedures, spousal accommodations, college reorganization, and appointments of
chairs. A referendum request was
also considered. The Senate moved
to Executive Session at 4:55, with participation limited to voting members of
the Senate. Senators returned to
open session at 6:10 following a motion to postpone action on the referendum
request until a more detailed report on the responses to the Executive
Council’s call for input on shared governance is made available to Senators.

Revision of Faculty Handbook
The Senate voted to revise the Faculty Handbook, page 8, section V.B.1, “Evaluation of Faculty”, as follows (new material underlined):
“All
probationary faculty shall be evaluated by the tenured faculty of their
unit, the department chair, and the appropriate dean (according to unit
evaluation plans) until the University President grants tenure or does not
reappoint. In the case of first year appointments only, a department or
college may adopt a procedure that does not require the participation of
all tenured faculty. Alternative procedures for first year faculty must be
approved by the appropriate dean, must be the same for all first year
faculty in the unit, and must involve the creation of a written report on the
faculty member's performance. The written report of this procedure will
constitute the annual letter.”
