John Purdy, 2002-2003 Senate President, called the
Senate meeting to order at 4:05 pm. Senators
approved the minutes of January 27, 2003 and Standing Committee minutes.
University President Karen Morse announced that at the February 7th
Board of Trustees meeting Allan Gallay (History), James Vyvyan (Chemistry) and
the Theatre Arts Department (represented by Mark Kuntz, Chair) were recognized
by the Board for their recent achievements.

President Morse noted that she will be in Olympia
this week for a Council of Presidents meeting and meetings with legislative
leaders on budget issues.

The President also announced that a bill has been
introduced in the Washington State Senate that would provide tuition waivers for
the children of tenured faculty, for classes on a space-available basis.

Senators heard a presentation by Wendy Bohlke,
Senior Counsel, and Kim Herrenkohl, Internal Auditor, on the “Ethics in Public
Service Act,” and its implications for faculty. Discussion ensued on the
“Interim Policy for Using University Resources,” the copyrighting of faculty
publications, and the State Ethics Board. (The relevant documents can be

Elections Officer, Kevin Leonard, announced that
there are replacement appointments necessary—for the Executive Council (one
quarter to replace James Loucky) and two-quarter openings on the Academic
Coordinating Council and the Senate Legislative Committee (to replace James
Hearne)—for which the Senate is seeking nominations. A nomination from the
floor of the Senate resulted in the election of Michael Meehan to the Executive
Council for Winter Quarter. Nominations for the ACC and SLC are still required.

Senators undertook a lengthy discussion about
shared governance at Western and deferred action on motions for revision of the
Handbook language on first-year review of new faculty until the Senate’s next
meeting.
