BL10.2      Minutes of commissions, councils, and committees of the Senate shall be forwarded promptly to the Senate.  A motion passed by a committee, council, or commission of the Senate shall have the implied consent of the Senate unless rejected by a 3/5 vote within two regular meetings of the Senate.  The Senate may vote by a majority to extend the time for review to the next regular meeting of the Senate or to a special meeting of the Senate.
