Director, Emergency Management Program Development

Salary: $45,000 negotiable dependent upon qualifications and experience.
About the position:
The Department of Environmental Studies, Huxley College of the Environment, Western Washington University, seeks a Director of Emergency Management Program Development (EMPD) in its Institute for Hazards Planning and Management (IHPM). The Director is a permanent, 12 month, professional staff position reporting to the Chair of the Environmental Studies Department. Expected start date is October 16, 2006.
Position Responsibilities:
The Director is responsible for obtaining external grants and related administrative activity for the day-to-day operations of the Institute for Hazards Planning and Management. The position includes administration, budget and collaboration with international, national and local project partners. The Director will support the Department of Environmental Studies’ new major track: Emergency Planning and Hazards Mitigation in seeking funding, supervising students and student research.
Essential Functions:
Obtain external grants, including identifying new sources of funding, and preparing and writing grant proposals.
Link the project to the larger international, statewide, and national network of hazards policy, planning, and management.
Serve as a liaison for the program with all partners in higher education institutions, government agencies and think tanks to build awareness, support and generate new ideas for the program.
Plan and manage all activities within the program’s budget.
Serve as a liaison to emergency management/planning agencies and professionals at all levels.
Development of a national advisory board
Provide an annual written evaluation of the activities and goals of the Institute to the Chair and Dean of Huxley.
Marginal Function:
Assist in the development of Institute policy and procedures.
Required Qualifications:
M.A. or equivalent degree/experience in social sciences, planning discipline or related field.
Proven track record of successful external grants. This includes at least three years’ experience in writing and managing grant activities and budgets.
Proven ability to work independently with minimal supervision.
Excellent interpersonal and written communication skills.
Preferred Qualifications:
Experience in working in a higher education environment.
Experience in international studies work in academic, government or non-profit organizations.
Previous experience with planning and hazards mitigation with a focus on planning as well as response.
Strong familiarity with research methods in the social sciences.
Proven ability to work well with diverse populations.
