Starr, Richard: materials regarding kidnapping, ransom
negotiations, eventual return, and subsequent death, 1977-1983
On February 14, 1977, while working near Sierra de la Macarena National Park
nearly two hundred miles north of Bogota, Everett-born Peace Corps worker Richard
Starr was taken hostage by Columbian guerillas. The captors originally demanded
the release of political prisoners, then a cash reward for Starr's freedom. Starr's mother, Charlotte, appealed to Congressman Swift
for assistance in rescuing her son. Ultimately, through his help and
intervention by First Lady Rosalyn Carter, Richard was returned after three
years captivity. The records include correspondence between Richard and his
mother, and between Congressman Swift and other political officers and
delegates. Much of the correspondence relates to ransom negotiations and the
conditions under which Starr was forced to live. There are also a number of newspaper articles related to the
incident, as well as notes and memoranda from six years of meetings and hearings
regarding the kidnapping and hostage compensation upon Starr's release.
Finally, there are materials related to the mysterious death of Mr. Starr, three
years after his safe return to the United States.
